Representation Task Force
Description

Background

The Task Force on Representation is one of the outcomes from the Board's Task Force on Implementing Variations to the Eitingon Training Model Phase 1, and from subsequent discussions.

Mandate

The Task Force on Representation is mandated to:

  • receive views from and consult with a wide range of interested parties, including IPA component organisations, the IPA's own Institutional Issues Committee, and regional organisations;
  • review the IPA's current system of democratic representation and consider whether any changes might be warranted (taking account of demographic changes in the IPA since the current system was put in place; looking at trends for the immediate future; considering the aspiration to create a fourth IPA region for Asia-Pacific; considering the appropriate balance between Candidates, Members and retired Members, and societies (specifically including considering the recommendations of the IPA and Constituent Organisations Task Force); and taking account of the growing workload of - and demands on - the officers).

Ways of working and reporting

The Task Force will be expected to do most of its work electronically, using GoToMeeting, or other free-to-use communication systems. The Task Force, like all IPA committees, will be expected to be self-supporting for secretarial and other purposes. It will have access to the web and email support services offered by the IPA.

The Task Force will provide interim written reports to the Board for their June 2018 and January 2019 Board meetings (by 15 May 2018 and end of November 2018 respectively) and a final written report by the end of May 2019 (for the July 2019 Board meeting).

Composition of the Task Force

The Task Force will be composed of a chair and two members from each region, plus one member from a Component Society in the Asia-Pacific region, who will be very senior and respected IPA figures who are not currently actively engaged in IPA daily work; the Executive Director or his deputy will be an ex officio non-voting member.

The Task Force may request the appointment of Consultants to advise on specific issues as needed (Consultants will not be funded to attend in-person meetings).

Budget

An annual face-to-face meeting of the Task Force will be funded; the Task Force should approach the Treasurer for any additional budget requests.
